The Talk

Lloyd George had no idea of the hornet’s nest he was disturbing when he introduced his ‘People’s Budget’ in April 1909. He proposed a 20% tax on the increase in the value of land, which he observed happened regardless of anything the owner did to improve the land. Members of the House of Lords saw it as an attack on their broad acres and foolishly rejected the budget. Lloyd George enjoyed the ensuing furore, which did not stop preparations for the tax starting as soon as the budget was passed the following year.

For economic and social historians, family and local historians alike, the surveyors’ descriptions of the land in towns, villages and countryside, its owners and occupiers, and its value at at 29 April 1909 is an extraordinary resource.  Anthea will explore some of the byways and highways of Gloucestershire and Bristol in 1909 – places, houses, names, and the maps showing the location of thousands of properties
